White Hats are human starseeds originating from Galactic Federation who are serving this function through their soul plan agreements. They’re not all US-born, but they all work at bases connected to the US military. They travel on crafts, and some have gone off-planet to Galactic Federation bases on the Moon and Mars. At times in the past, White hats have been given advanced technology like “Looking Glass” (which can see a short distance into the future).
