A: Neither Galactic Federation nor archangels have wings. They can fly in body or crafts, or disappear in a blink, so the wings are symbolic. There are different light beings with an energy that resembles wings which have been seen by humans. So there's a mix of things happening.

A: I don't know what 'answer your call' means. They aren't commanded to do anything. You can't be a contactee just because you want to be. They continually assist through free will. This is not new information.
